For me, personally, the best way to learn how to speak English is to practice English conversation in the real situation. Even though you can memorize every single words in the dictionary.

You will never be able to speak English fluently if you don't practice your English Conversation the real situation. Try to speak as much as you can with people in all situation or even speak to yourself. The more you are familiar with the check (group of words) the faster you can speak out.
